		<description><![CDATA[&#160; &#160; On July 17, 2012, Rosemere Neighborhood Association submitted a public comments letter to EPA Administrator Lisa Jackson on EPA&#8217;s Draft Supplement: Advancing Environmental Justice Through Title VI of the Civil Rights Act &#160; &#160; The public comments letter in part includes: Despite Rosemere’s lawsuit and the subsequent national debate of the failures of the OCR, and despite your continued promises for EPA to increase efficiency in that office to make Environmental Justice a national priority, the OCR continues to fail in its intake and investigation guidelines in regard to Title VI complaints. To date, the EPA has ignored Rosemere’s various requests to meet with you and to voice our concerns and share our experiences in order to offer suggestions to improve OCR’s operations. And to date, only one case has ever attained a ruling of discrimination in support of Title VI claims [Angelita C. v. California Department of Pesticide Regulations] and it took more than ten years to achieve that result. Most cases are dismissed outright, claiming jurisdictional issues or other bureaucratic problems. Many groups across the country wonder why the OCR functions under such a dismal record, and this points succinctly to how OCR is disconnected from the disparate impacts that can be suffered by Environmental Justice populations nationwide. Environmental Justice Enforcement is a very important tool that should be used to address discrimination that can cause adverse health impacts and environmental harm to neighborhoods where low income and minorities live and work. Whereas we appreciate the Title VI Supplement’s attempt to begin to fine tune the various agency failures, we feel that the timelines are vague and deficient and that they need to be more detailed to ensure future compliance success. 		<description><![CDATA[On June 19, 2012, Rosemere Neighborhood Association submitted a letter to Vancouver Mayor, City Council and City Managers asking the City of Vancouver to join in the efforts by Governor Kitzhaber and Senator Patty Murray to call for a regional Environmental Impact Statement regarding the doubling of international coal exports through the Pacific Northwest. Seven mega coal terminals are proposed to ship 157 million tons of coal annually to China. The coal trains will flow daily through Vancouver, spewing toxic residue with each train. Excerpted from the letter, which was presented at Vancouver City Council meeting, Monday, June 25, 2012: Facing the slowing of U.S. coal fired power plants, coal companies like Massey and Arch Coal are looking to harvest and ship an additional 157 million tons of coal per year, sending 30 &#8211; 60 trains per day through the Columbia River Gorge via Portland and Vancouver, where it is intended to be shipped to Asia. Each and every car from a coal train can unleash 500 pounds of coal dust. The coal trains proposed to run through Portland and Vancouver will be 75 miles long, each day making the Pacific Northwest the largest coal chute in the nation, originating in Montana’s Powder Ridge Basin. There are various international coal export terminals proposed for Oregon and Washington, and should they proceed unabated, the health and environmental impacts to our region and our way life will be substantial. 		<description><![CDATA[Water Main Break - September 26, 2009

Rosemere residents were unwinding from a busy week on Saturday night, September 26, 2009.

As relaxing bubble baths were being drawn, water ceased flowing. Those with shampoo in their hair found this most inconvenient, but employees of the City of Vancouver who were wrestling with a broken water main on 32nd &#038; Q St. had bigger problems.

In inky darkness, water was shooting out of the broken main, creating a sinkhole which overflowed, flooding the streets. A city employee was probing the massive hole to test for depth. Suddenly the edge he was standing on gave way, plunging him into the raging waters. After swirling around in the maelstrom for what seemed an eternity, he was able to extract himself to safer grounds.

Water flowed down 32nd towards R St., turning the alley into a churning creek, flooding a home on the corner. The area was a news clip disaster. By Sunday morning, hard working city employees repaired the broken main and filled the sink hole. ]]></description>

		<description><![CDATA[On April 8, City inspections of a local stormdrain system that borders Rosemere found a dangerous cross connection with sewage lines. The problem was identified using specialized remote cameras in the stormdrain system.   Unfortunately, the cross connection occurs at the Southwest Regional Office of the Washington State Department of Ecology.  This means that raw sewage from a large and heavily staffed state office dedicated to environmental protection has literally been discharging to Burnt Bridge Creek for at least a dozen years.

		<description><![CDATA[The Rosemere Neighborhood Association has sent a letter to Governor Chris Gregoire regarding legislation introduced under House Bill 1661 [Reducing the authority of the state board of health with regard to small-scale sewage systems] to remove state oversight on private septic systems. Without state standards, local jurisdictions would have the authority to revoke existing operations and maintenance requirements for on-site septic systems, and local authorities would be faced with public challenges to overturn local codes without the presence of state regulations. In short, this bill would allow failing septic systems to continue to pollute ground and surface water and spread disease. The RNA asserts that a major component of stormwater pollution may be septic tank infiltration through perforated stormwater pipes.]]></description>

		<description><![CDATA[Approved Joint Public Statement


The City of Vancouver, Clark County Natural Resources Council and Rosemere Neighborhood Association have reached a mutually satisfactory agreement that ends the appeals of a 2005 judgement in a Clean Water Act lawsuit heard by the Federal District Court for the Western District of Washington.  The joint agreement furthers the goals of all three parties by enhancing ongoing efforts to protect and improve the community's water resources.  Additional water monitoring, inventory work and public involvement opportunities, including creation of a Burnt Bridge Creek Watershed Council, are among the highlights of the agreement.

From 1972 to at least 1999, many residents (citywide) paid fees into a septic tank conversion fund if their homes operated on private septic tanks instead of city sanitary sewer service. These funds were paid under monthly septic penalty fees. Some individuals may have equity in these fees in excess of $7,000 (including interest). ]]></description>
